Anyone knows how to tweak the system? Currently, even though someone may have 2 rep power but when he reduce someone else's points, it is still deducted by 1 point.

Deductions always use 1/2 of your Rep power. Additions use the full Rep power.

ACP > vBulletin Options > User Reputation Options
then scroll down to "Negative Reputation Multiply Factor"
and it should be set as 0.5, change it to 1

Erm, it's a product, you just import it, you don't need to worry about what hooks it uses, that's all sorted by the import.
