No "submit" before "preview" when making new topic

basicly, if you make a new thread there wont be any submit button, only a preview.

When clicked preview it will reload as it usually do, show the preview and NOW there will be an submit next to the preview button!

I've seen this on a vBulletin forum, but the search engine has failed me big time.

Any help?
