modification to allow users to pm only admins/moderators

Hi. I'm interested in a modification that expands the usergroup permission system in VB. I'd like to be able to give users in a usergroup the ability to private message forum admins and moderators, but not to private message anyone else.

I was wondering, is there a mod that does this?
If not, how hard would it be to make?
