Attempting to give user full admin rights

I created an account and put it in the Administrator group. However, it seems that account doesn't have any more access than a normal Moderator. How can I give an account the same level of access for the ACP that the vB default admin account has?

In this created account, in the vbulletin admin, UserGroups, search Users, the admin group should be made primary.
