Blue 'table border' in my style - Where is it coming from??

i have an older black style i am trying to port over to 3.5x. i'm getting a blue border on the outer edge of my tables, as seen here:

where do i change the color of this? it doesn't seem to be 'table border', because that is blank..

you could also change the table cellspacing
