How to add user permissions via plug-ins?

Hello,

I've searched the forum for this specific question but only found suggestions and hints how to add custom usergroup permission.
But what about custom permission for certain users?

Sure, I could move them into another usergroup which does not have a specific permission, but this would be too difficult for my moderators.

Any hints?
