How do I adjust the depth between sections?

I'm not sure this goes here but I have a problem with spacing between my forum home menu and the block below it. In turn, I have a space issue between the "Whats Going On?" block and the space above it.

How are those two spaces adjusted? Thanks.

I think open navbar temp and find <br> tags. And delete it if its not need.
