I was going to suggest that...but they do state that they can't post/download from 'Vbb 3.5x MODS' forum..which not only doesn't exist, but suggests that they CAN download from the 3.0.x forums.

(lamnh: only Staff can tell you for certain, but you probably aren't Verified as a licensed customer. You need to use the same email address here as you use in the Priority Support section of your Members Area in vbulletin.com.)
