it's been a complete year and a half i've passed here, and by memory, i think i've read about 2 or 3 new threads per day related to new users that have no rights/permissions due to missing licenses...
would be good to have a clean up here, and move all these requests/threads in a sub-forum each time the mods read one... because actually they are poluting the forum here...
who's with me on that?

Yeah, thats the one I am used to seeing in the first post of many hacks... Its much better. :)
I think you have a good idea as it may help in searching functions.

Or...why not make it visible only to those people who are unlicensed? Make it the frist Forum on the page...call it 'You are not verified. Please do so in order to download stuff' or similar.
We had one of these forums on vBt and I don't think we will be doing it anytime soon here at .org. Even with the forum unlicensed users still posted in chit-chat/site feedback daily.
There is already a big box with highlighted text on every page telling them how to veirfy their accounts. It also shows up in every code/php box in threads. There are only so many things we can do to point them in the right direction. ;)

Shock therapy?
Public floggings?
Oh.. they tend to get those already, don't they? :D

there are things you "can" do, but as many things can be done here, we have to suggest our own point of view because actually, there is not much done... (yes, it's a complain, as usual!)
so, what's up with the upgrade ? as the plan is to release vB 4.0 before long, i suppose vb.org will be upgraded just in time, and will have to be upgraded again 6 months later again...
anyway, i'm not site admin or mod, so i can't talk... i do my changes on my boards and that's all... i'm just sarcastic here!

There is as much done as can be done - If unlicenced users cannot read the horrible notice at the top of the page and the numerous parts throughout the site such as what Brad told you, I doubt there is little else that can be done...

Ummm how about a forum dedicated to "Senior" members such as myself? We need a place where "Senior" members can talk to each other with out talking over "regular" members heads.
