Are IPs like this proxy server IPs?

it it's a 3 digit number in the beginning starting with 2, can I assume these are proxy servers? how do you tell what is someone's real IP from a proxy server.?

I have an IP that starts with 2 and I'm not on a proxy server so I doubt that's the way you tell.
