For those users you ban, add an additional cookie (with option to set cookie name that is generic or at least not site specific) that could be tracked by the forum outside of the standard cookie. Something that could alert the admin if the user turned right around and registered again with another email address. Allow the option to block the users attempt to re-register or to simply alert the admin of the users new ID on the forum.
