Custom Title and Avatar settings?

Is there a way to make a restriction on custom titles and avatars until you have x number of posts?

like you need 500 posts for a custom title and 1000 posts for a custom avatar.

Any help would be appreciated.

You can control that with USergroup Permissions. Just setup promotions to put members in the correct group.
