How do i get the Header and footer to reach each side of the page (100%) and the forums bit not touch the sides of the page (70-80% roughly)?? Like this forum has done.

I can tell you 100001 differnt ways to do it, but none of them may work for your situtation. You need to edit the header and footer templates and turn them into what you want them to do.
