Question... Do I need permission from the author of a hack to translate the phrases?

Yes if you will be redistributing the hack with the phrases.
It depends on the hack authors rules regarding their hacks.

I don't redistribute the hack, and in the toppost there is no rules about translating the phrases.
I just use the hack for my own board

You only need to ask the author for permission if you plan to give the hack away to anyone or redistribute it.
You are allowed to do with it as youw ant for your own site.

You are fine.
It is easy for some people to take what you said as a request for you to edit his hack and give it out in dutch. He may not of thought what you were asking.
So, I kindly ask you by this, my I translate the phrases into dutch. I will not translate it in german, french, spanish, chinees, greek or whatever other language

Even though I am not him, I think it is appropriate for the situation.
If a person cannot perform a simple logical truth from a statement, then they require it to be said explicitly. So here:
"IF IT IS ONLY FOR YOUR WEBSITE AND YOU WILL NEVER GIVE IT OUT, THEN YOU DO NOT NEED TO ASK PERMISSION."

There is no point is using 3rd party to solve simple issues, because the "coder" has communication skills of his own. You never said whether you are going to redistribute it or not. Imagine you released a book, and someone said "hey, I am making my own edited version of your book". Period. No details/conditions, nor anything. How would you feel?

I wouldn't use the word "but". I would use "except for". Just so that there be no misunderstanding.

I explained once, and i thought I was clear enough. I just wanted to be very clear with the person. I was not trying to be rude.

People attach changes to hacks in the original hack threads all the time. This has been going on as far back as I can remember. A translation is no different. I think you are welcome to attach them to the original hack thread. If you are not then why the double standard?
