question about development of plugins

ok i want to start developing plugins for vBulletin but i don't want to do it on my real vbulletin server, i want to do it on my localhost machine off the internet. is this againt the rules of the license?

You can have 1 test board as long as it is password protected with a .htaccess (or running local if not accessible from the outside.
