NEW LINKS on forum homepage

How can I add new links to other sites on my Forum homepage?

for example...like THIS board...up top where it has Calendar, New Post, Site Rules and all of that..will I be able to put "BLOGS" up there with a link to my Blogs section of my site?

I presume you would have to edit the navbar template?
