marquee controlled from admincp

I have a simple html hack that'll place a scrolling marquee under my navbar, it's simple and can change the text from the template navbar

but I want to be able to change the text via admincp and not going into the template navbar and change manually, I hope you got what I mean!

I would really love to learn how to do it!

I'm sure it's not complicated!

well, i've made an improvment on my hack
i've created a phrase and now im changing the marquee from the phrase manager
but how can I create a new link in vboption >> marquee so I can change it from there directly?
